Diploma, or diploma with supplement?
A diploma is a bit different from other documents. Besides the diploma itself there's often a supplement listing your grades, and some institutions want both. So pricing and the legalisation route split in two here.

Just the diploma: a fixed €20. Diploma with supplement: from €45, because the supplement usually runs to several pages and is charged by length. More semesters and grades mean more pages to translate. Tell us upfront whether the institution wants the supplement too, so the quote is right first time.
The NACID/Ministry of Education route
Say you're applying to a university in the Netherlands, or an employer in Germany wants your diploma recognised. In Bulgaria, legalising an education document typically goes through NACID and the Ministry of Education. Check the exact requirements with the receiving institution, though, since recognition procedures vary from country to country.
What to send
Send a clear scan of the diploma, plus the supplement if that's being translated too: every page, stamps and signatures visible. The original only comes into it at the legalisation stage, not for the quote.

That's entirely up to the institution. Some accept the diploma alone, others insist on the supplement as well. Check the requirement first, so you're not paying for a translation you don't need.
